It’s a phrase people love to bounce around – health and safety gone mad! – but is there any truth in it? Those heading out day after day to carry out health and safety jobs like site risk assessments and maintenance projects certainly disagree with such an egregious comment about their profession.
So, in an age where our children can’t play ‘Pin the Tail on the Donkey’ due to health and safety concerns, has health and safety really gone mad?

First off, no regulatory body is preventing our children from playing ‘Pin the Tail on the Donkey’ It’s a myth. The case came up on the HSE (Health and Safety Executive) website in 2010 and centred around a member of the public asking the HSE why the game had been banned. The HSE’s response was a clear myth-buster – they had never banned the game, saying
“Not trusting children with drawing pins seems a little overprotective to us. After all, millions of children have been playing traditional party games like this for years without any problems.”

It’s this kind of myth that gives health and safety a strangling reputation and causes the rise of myths like the HSE banning flip-flops in the workplace (“Despite recent reports to the contrary, health and safety law doesn’t ban them.”) and step-ladders (“We have not banned stepladders – nor have we banned ladders!”)

4.) What will you be expected to do?

New draft guidance issued

Highlighting the changeable nature of health and safety rules, the Health and Safety Executive (HSE) recently published new draft guidance concerning workplace first aid. Two pieces of guidance have been released on the HSE website following a consultation to amend the First Aid Regulations (1981) and remove the requirement for HSE to approve first aid training providers.

The changes are expected to take effect on October 1st, subject to final approval by ministers and the HSE board.

Greater flexibility

Commenting on the proposed alterations, HSE policy advisor Peter Brown said: “Removing the HSE approval process will give businesses greater flexibility to choose their own training providers and first aid training that is right for their work place, based on their needs assessment and their individual business needs.

“The draft guidance documents aim to provide practical support to help businesses assess and understand their first aid needs and find a provider best suited to them. HSE has used the feedback from the recent consultation exercise to shape the guidance, but would welcome any further feedback on the guidance before the regulations come into place.”

Further details

Until the rules are officially changed, firms requiring first aid training will still have to use an HSE approved provided.

Meanwhile, when the new regulations come into force, employers will still have to ensure that they have adequate first aid provision based on an assessment of their individual business needs. Also, the HSE will retain a role in setting standards by controlling the syllabus content for basic first aid at work qualifications.

More cause for optimism

Highlighting the importance of safety specialists, the Health and Safety Executive (HSE) recently released figures relating to workplace ill-health and injury in the UK. It revealed that between April 2011 and March 2012, there were 22,433 major injuries, including amputations, fractures and burns. This represented a rate of 89.9 injuries per 100,000 workers and was a fall from the 24,944 recorded the previous year. It was also considerably beneath the average for the last five years of 103,627.

More figures

In addition, there were 88,731 other injuries serious enough to keep people off work for four or more days. This was a drop from 91,742 the previous year.

Meanwhile, the HSE also noted that around 1.1 million individuals said they were suffering from an illness caused or made worse by their work. This was down from 1.2 million in 2010-11.


Responding to the findings, HSE chair Judith Hackitt said: “Any reduction in the number of people being injured or made unwell by their jobs should be welcomed. Given the challenging economic conditions which many sectors have faced in recent years it is particularly encouraging to see continued reductions in levels of injury and ill health.

“Britain has earned the reputation of being one of the safest places in Europe to work, but there is still plenty of room for improvement. We need to ensure that we all focus on managing the real risks which lead to serious workplace harm.”

She added that the HSE remains committed to helping employers understand what they need to do to ensur their personnel remain safe.

Ms Hackitt added: “Britain continues to have one of the lowest levels of workplace fatal injuries in Europe, part of a long term downward trend. But we must not forget that these are lives cut short, not statistics – every single one of these deaths will have caused terrible grief and anguish for family and friends as well as workmates and colleagues.

“This is the real tragedy of health and safety failures – lives cut short and loved ones lost.”
